Senator Halford moved and asked unanimous consent for the adoption of the Finance Committee Substitute offered on page 3410. Senator Lincoln objected. The question being: Shall the Finance Committee Substitute be adopted? Senator Hoffman moved and asked unanimous consent that his name be withdrawn as a cosponsor on the bill. Without objection, it was so ordered. Senator Halford moved that the bill be considered engrossed, advanced to third reading and placed on final passage. Objections were heard.
